It may be true to argue “The police are often more dangerous than the criminals, so many crimes go unreported”. But it is utterly debatable issue that “the brute fact is that in most parts of India, women were safer going out after dark under British rule than they are today”.

However, it is the need of the hour that “For India's development to proceed, we need to greatly shift the focus of the State away from welfare programs to law and order”.
